  1. Heat the oven to 200°C. Line a baking tray with foil and grease it with baking spray.
  2. Chop the broccoli and red pepper. Bring a pan of water to the boil with a steamer basket on top. Put the chopped vegetables in the basket, cover, and steam for 4-5 minutes until tender. Set aside.
  3. Scrub the potatoes and dry them with kitchen paper. Put them in a large bowl with the oil and salt, and turn to coat evenly.
  4. Arrange the potatoes on the prepared tray. Bake for about 30 minutes until soft and easily pierced with a fork. Remove from the oven and leave to cool.
  5. Once cool enough to handle, slice the tops off the potatoes and scoop out the flesh, leaving a thin shell. Put the scooped flesh in a bowl and return the shells to the tray.
  6. Mash the potato flesh with a masher or fork, warming it in the microwave if needed to soften.
  7. Pour in the milk and continue mashing until creamy, adding a little more milk if necessary.
  8. Stir in the steamed pepper, broccoli, and chopped spring onions. Season with black pepper and garlic powder.
  9. Spoon the mixture back into the potato shells, piling it up slightly.
  10. Return the tray to the oven and bake for a further 10 minutes until the tops are lightly browned.
  11. Serve straight away.
